Immigration Laws in Missouri.

Missouri takes a restrictive approach to immigration. All employers with state contracts over $5,000 must use E-Verify, and all employers are prohibited from knowingly employing unauthorized workers. The state prohibits sanctuary cities and bars undocumented immigrants from obtaining driver's licenses. Missouri also prohibits public universities from offering in-state tuition to undocumented students — one of only 6 states with this restriction.

All employers are prohibited from knowingly employing unauthorized aliens. Public employers and businesses with state contracts exceeding $5,000 must enroll in E-Verify. Penalties: 1st violation — business license suspended 14 days; 2nd — suspended 1 year; subsequent — permanent suspension. State contractors face 3-year debarment.

Sanctuary City ProhibitionRSMo § 67.307

Missouri prohibits counties, cities, towns, and villages from enacting sanctuary policies. Municipalities with such policies are ineligible for state grants until repealed. No public employee may be prohibited from cooperating with federal immigration officials.

No Driver's Licenses for Undocumented ImmigrantsRSMo § 302.063

Proof of lawful presence is required for all driver's license applicants. Undocumented immigrants cannot obtain a Missouri driver's license. Asylum seekers with valid work permits are eligible.

In-State Tuition ProhibitionHB 3 (2015 budget language)

Missouri prohibits public colleges and universities from offering in-state tuition to undocumented students, including DACA recipients. Undocumented students are charged international student rates. Missouri is one of only 6 states with this restriction.
