Wisconsin is a Home Rule state under Article XI, § 3 of the Wisconsin Constitution — cities and villages have constitutional home-rule authority for matters of "local affairs and government," subject to state-level preemption. Wisconsin's Open Meetings Law (Wis. Stat. ch. 19, subch. V) and Public Records Law (Wis. Stat. § 19.31 et seq.) provide one of the strongest open-government frameworks in the United States. Wisconsin municipalities are organized under Wis. Stat. chs. 60 (Towns), 61 (Villages), and 62 (Cities).
