Ohio healthcare law combines federal frameworks (Medicare, Medicaid, ACA, HIPAA, EMTALA) with state-specific statutes governing facility licensing (through the Ohio Department of Health and Ohio Department of Medicaid) and professional licensing (through the State Medical Board and other boards). Ohio repealed its Certificate of Need program for most services but retains CN for long-term care beds. Ohio expanded Medicaid in 2014 under the ACA. Ohio operates the Ohio Automated Rx Reporting System (OARRS) as its prescription drug monitoring program.
