Judicial review of state-agency action is available in the circuit court under Va. Code § 2.2-4026, with appeals running through the Court of Appeals of Virginia (expanded to general appellate jurisdiction in 2022) and ultimately to the Supreme Court of Virginia. The State Corporation Commission operates under a separate constitutional framework (Va. Const. art. IX) with direct Supreme Court review of SCC orders under Va. Code § 12.1-39.
