Civil Rights Laws in Virginia.

Virginia civil-rights law was substantially rewritten by the Virginia Values Act (2020), which amended the Virginia Human Rights Act (Va. Code § 2.2-3900 et seq.) to add sexual orientation, gender identity, status as a veteran, and other protected categories, and to broaden remedies. The Virginia Human Rights Act applies to employers with six or more employees for discrimination claims and to employers with five or more employees for pregnancy-accommodation claims (Va. Code § 2.2-3909). Virginia is a Dillon Rule state, so local civil-rights ordinances must be grounded in express state authority.
