Utah healthcare law combines federal frameworks (Medicare, Medicaid, ACA, HIPAA, EMTALA) with state-specific statutes governing facility licensing (through the Department of Health and Human Services) and professional licensing. Utah expanded Medicaid effective April 2019 following voter approval of Proposition 3 (November 2018) — a distinctive partial expansion later fully aligned with federal requirements. Utah operates the Controlled Substance Database. Utah does NOT require Certificate of Need for most services.

Voters approved Medicaid expansion in November 2018 (Proposition 3). Legislature initially limited expansion, but federal negotiations led to full expansion effective January 2020. Covers adults up to 138% of the federal poverty level.
Utah is among the states without a Certificate of Need program for most healthcare services.
Utah operates a mandatory Controlled Substance Database (CSD). Prescribers must check the database before prescribing opioids and certain other controlled substances.
The Utah Division of Professional Licensing (DOPL) and Physicians Licensing Board license physicians and oversee discipline.
