Wyoming is generally considered a Dillon Rule state, though Wyoming municipalities have some limited home-rule authority under Wyo. Stat. § 15-1-103. Wyoming local governments are organized under Title 15 (Cities and Towns) and Title 18 (Counties). Wyoming's Public Records Act (Wyo. Stat. § 16-4-201 et seq.) and Public Meetings Act (Wyo. Stat. § 16-4-401 et seq.) provide the principal open-government framework.
