Oklahoma healthcare law combines federal frameworks (Medicare, Medicaid, ACA, HIPAA, EMTALA) with state-specific statutes governing facility licensing (through the Oklahoma State Department of Health) and professional licensing (through the Oklahoma State Board of Medical Licensure and Supervision and other boards). Oklahoma expanded Medicaid effective July 2021 following voter approval of SQ 802 (2020). Oklahoma operates the Oklahoma Prescription Monitoring Program (PMP). Oklahoma does NOT have a Certificate of Need program.

Voters approved constitutional Medicaid expansion in June 2020 (SQ 802). Expansion became effective July 2021. Covers adults up to 138% of the federal poverty level through SoonerCare.
Oklahoma operates a mandatory PMP through the Oklahoma State Bureau of Narcotics. Prescribers must check the PMP before prescribing Schedule II-V controlled substances in specified circumstances.
The Oklahoma State Board of Medical Licensure and Supervision licenses physicians (MDs) and oversees discipline. The Oklahoma State Board of Osteopathic Examiners licenses osteopathic physicians (DOs).
Oklahoma is among the states without a Certificate of Need program for most healthcare services.
