Oklahoma local government operates under the 1907 Constitution and Oklahoma Statutes. Oklahoma has 77 counties and numerous cities and towns. Oklahoma cities may adopt home-rule charters under Art. 18 of the Oklahoma Constitution (for cities of 2,000+). The Oklahoma Open Meeting Act (25 Okla. Stat. §§ 301 et seq.) and Open Records Act (51 Okla. Stat. §§ 24A.1 et seq.) govern transparency. Oklahoma Governmental Tort Claims Act (51 Okla. Stat. §§ 151 et seq.) provides limited waiver of sovereign immunity with damage caps.

Requires public meetings to be open with advance notice. Executive sessions permitted for specified purposes (attorney-client, personnel, real estate).
Public records are presumed disclosable. Agency must respond "promptly." Attorney fees available for willful violations.
Limited waiver of sovereign immunity. Damage caps: $175,000 per claimant for most claims; $200,000 for specified injuries (all against state and political subdivisions). 1-year notice requirement.
