Nevada local government operates under the 1864 Constitution and Nevada Revised Statutes. Nevada has 16 counties plus Carson City (a consolidated city-county). Cities are classified as charter cities (home-rule) or general-law cities. The Nevada Open Meeting Law (NRS Chapter 241) and Public Records Act (NRS Chapter 239) govern transparency. Nevada's sovereign immunity is waived for state and local governments (NRS Chapter 41) with a damages cap of $200,000 per person for claims arising on or after October 1, 2023 (raised from $100K).
